Ir Dr Richard Pang is a former Deputy Head of GEO/CEDD of the  HKSAR Government. His experience covers geotechnical control of slopes, excavations and tunnel works, regulatory control of use of explosives, preparation of technical guidance, emergency management, and policy development for use of underground space and quarries in Hong Kong.

Richard is a Fellow of HKIE. He served as Chairman of HKIE’s Geotechnical Division in 2001-2002 and was the first Secretary General of the HK Geotechnical Society under ISSMGE. He was the first chairman and is currently a member of HKIE’s Working Group on Cavern and Tunnel Engineering. He is a member of ISSMGE’s TC204 on Underground Construction in Soft Ground.

Richard has served as lecturer for HKU’s MSc course on Practical Design and Construction of Tunnels since 2009. He has also served as External Examiner for HKU’s MSc in the field of Applied Geosciences since 2015.
