Land and legal issues associated with planning, design and management of underground space
Land and ownership are a significant issue for any proposed development whether on the surface or underground. How the land and the subsurface can be defined for ownership varies in many countries. The definitions of who owns the space as well as the legal systems and laws that apply to the underground will be described and reviewed in this presentation in the context of Hong Kong and other major cities that have adopted underground space.
