It is easier to say than done in planning and design of underground space in compact metropolitan cites, where the at-grade environment is already densely developed with pre-existing underground infrastructure built in a poorly coordinated manner. Such constraints will inevitably increase the technical complexity and make the underground option more costly and lengthy. For individual projects, there are also other challenges such as land ownership matters, legal aspects, implementation mechanisms, public sentiments, etc.
The expert panel will highlight the key difficulties and potential show-stoppers that have come across based on the cases from different cities. By consolidating the experience gained, the expert panel will discuss possible means to tackle with those issues or lessen the difficulties so as to facilitate the use of underground space for sustainable city development.
